ACWF's Suggestions and Proposals Focus on Needs of Women, Children
May 25, 2020The All-China Women's Federation (ACWF) submitted several suggestions and proposals at the third session of the 13th National People's Congress (NPC) and the third session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).
The suggestions and proposals focus on how to better serve the overall interest of the country, better serve women and enhance their sense of contentment, happiness and security, along with safeguarding the healthy growth of minors, giving full play to the family's role in social governance at the primary levels, providing more targeted supporting services and making every effort to unite all women and families to make new contributions to winning the decisive victory in the battle against poverty, clinching a complete victory in building a moderately prosperous society in all respects, and achieving the annual goal of the economic and social development.
The ACWF in a proposal suggests that a working mechanism for providing family education support for families with infants under 3 should be established by relevant departments, and the advantages and professionalism of those departments should be given full play in their provision of various family education supporting services. The function of the governments at grassroots levels in family education supporting services should also be enhanced.
It also proposes that the family education supporting services for families with infants under 3 should be integrated into and recognized as an important part of the catalogue of basic public services of urban and rural communities. The proposal suggests that under the current public service projects, including children's education, protection, health and nutrition, more scientific guidance should be provided to parents of impoverished or disabled infants under 3.
To build a family education guidance and service supporting system, the ACWF also underlined in a proposal that the NPC should bring the relevant content into family education law-making, such as the core role of the family in moral education, enhancing the working mechanisms for family education and providing more standardized and professional services and guidance by professional teams.
The ACWF proposes to build a social consensus that puts children first, creating a favorable environment for their healthy growth. Two of its proposals took a special look at left-behind children and safeguarding children's traffic safety.
It suggested the Ministry of Finance increase the central special lottery fund input to the "Happy Home for Left-behind Children" project, striving to build more such activity centers during the next five years.
Revision of the Road Traffic Safety Law of the People's Republic of China (PRC) to create a safer traffic environment for children by requiring compulsory use of restraining devices for child occupants of power-driven vehicles was also suggested.
The ACWF upholds the concept of serving women's development and safeguarding their rights and interests, and suggests in another proposal that the national legislative body prioritize the revision of the Law of the PRC on the Protection of Rights and Interests of Women. The ACWF vows to play an important role in protecting women's labor and health rights and in promoting the formulation of relevant laws and policies.
In light of universal two-child policy implementation, the ACWF also calls for intensified protection of labor rights and interests of pregnant and lying-in women and more severe punishment for violations of the Special Rules on the Labor Protection of Female Employees to help career women balance work and motherhood.
